gettext for UI translation

I realize that our main translation use case is concerned with Content Translation, and not
User Interface Translation. However, there is a widely-established toolchain for UI translation, namely
gettext[1]. If we ever think about standardizing any non-Content-Translation,
gettext is the way to go.
