Side-Entry to Tri-Pane Web-based Help

Greetings colleagues

A DITA Users Group participant named Bruce provided some ideas for allowing
"side-entry" in DITA OT transforms that use frameset navigation (opening a
specific topic within a Web-based Help system but still showing the TOC in a
separate frameset).
