First Crack at Introduction to DITA for Help Best Practices Document

Dear All

I have uploaded to the documents section a first attempt at an introduction
to the Best Practices document being driven by Stan. I would welcome
suggestions, criticisms, additions, etc. We'll need to look at this again
when the remainder of the content is complete, to make sure it matches.
