DITA 1.3 Feature proposal #13106 ready for TC review

Hi Don, Kristen,

The L&T SC is ready to discuss with
the TC feature proposal #13106, on extending support in the question interactions
domain for multiple paragraphs and other block elements in question items.

We're ready to discuss with the TC at
an upcoming Tuesday meeting. However, I'm limited to 11:30-12 tomorrow,
and am out on May 15, so will need to schedule around that or defer to
one of the other SC members to lead the discussion.
