Proposal: Use a <div> required to be at the bottom of an XDITA, MDITA, and HDITA file
to contain the appropriate footnote markup:
- XDITA: <fn>
- MDITA: [^1]: And that's the footnote.
- HDITA: <span class="fn">
a. Forces footnote content to be by-reference-only.
b. Excludes footnotes being placed anywhere in a file.
