Hi, JoAnn.

      

      The idea behind the stage 3 review is that TC members look at a
      whole, complete proposal. Part of their job is to ensure that the
      proposal include everything it needs, also to review new topics
      and changes to existing topics before the TC takes a look at them.
      Happy reviewers then "stand" with the proposal owner as champions
      during the TC discussion and vote

      

      I assumed you were looking for a 2nd review for the following
      reasons:

      
        
The subcommittee has added new content (albeit small) to the
          proposal since it was first reviewed.

        
The package in Kavi only includes source files.

      
      
If the subcommittee wants to move this directly to the stage 3
        discussion phase, please upload the following to Kavi and send
        an e-mail to the list:

      

      
        
A "built" version of the proposal. This can be a single HTML
          file or PDF or CHM or whatever.

        
A zip of DITA source that is in sync with the "built"
