Edits to the release management feature article

Hi,

I’ve done fairly extensive editing and revising on the release management feature article. I’ve included the new DITA files, most of which show the changes I made. I forgot to turn on change tracking on the first topic, unfortunately. 

Bob, I need you to add the correct copyright page and book metadata to these topics, please.
