Changes to the branch structure in the tech-comm git repository

One of the outcomes of yesterday's break-out meeting for moving the tech-comm language topics to the 2.0 format was a request to update the tech-comm git repository. Accordingly, I made the following changes:
Delete the "development" branch because it was obsolete  Rename the "topic-refactor" branch to "DITA-2.O"
Make the commit d434366 from 13 Nov 2017 the new head for the "master" branch
