Updated proposals: xml:lang and dir attributes

Hi all,

I've attached the latest updates to my proposals. The xml:lang proposal is
the same as I sent out earlier today, with the addition of some metadata
(author name), title change, and added the following paragraph to the "Note
to Vendors/Implementors" section:

Applications should ensure every highest level topic element and the root
map element explicitly assign the xml:lang attribute.

The dir attribute proposal has been substantially overhauled, thanks to
Richard's input regarding separation of xml:lang from dir.
