For references to resources (external parameter entities, schemas, etc.)
I mean URLs that can be resolved using existing, widely-available Web
infrastructure.*
For namespaces, any URI is fine (because you have no expectation that
the the namespace refers directly to a resource).

*I said it this way since it is possible, in theory, to resolve any URN
to a resource. It's just that most people don't have (or don't know how
to configure) their local system to resolve uncommon URN schemes.
