[dita] Attendance Jan 4, 2005 regular meeting

In the past, I have been counting myself as Chair as a Member. I don't think this has affected the healthy quorums we've had in previous meetings, but today we were close on the count, and so we based the calculation on Members only, and still came up short of 51%.  We will keep with this Members-only convention until I have gotten a better reading on the process from OASIS.  Also, starting with this report, I'll specifically acknowledge the tracking on Prospective Member counts towards the all-important 3rd session, which qualifies you as Voting Member.
