At the DITA wiki http://wiki.oasis-open.org/dita/Indexing_issue_summary ,
we could capture any issues currently not listed. Under arguments, we could
state the various positions, and under decisions, specify one of the
following:
a. required by spec
b. supported by spec if specified by
user
c. allowed by spec but no behavior is
guaranteed
d. forbidden by spec
z. spec takes no position but implementations are
encouraged to offer a tuning parameter that controls
processing
For our page range
discussion, the closest item on the wiki is #4 close to the
bottom.
Does this thread contain the list of items to add to
the Wiki?

I don't think we can mandate it, but we can submit the
feature request. Given that it is open source, it depends on someone to
implement it. You or I could just do it. I would be surprised if anyone would
reject such a benign patch (although the default behaviour might be
controversial).
Can we agree to this compromise rather than continuing
with the argument?

I agree that with such switches available, this issue would
go away.
How do we mandate that they be put in the official DITA
toolkit?
