Groups - DITA Proposed Feature #12013 Referencing a range of elements (dita_1.3_conrefrange_v3.html) uploaded

This is the current version of the conref range design with changes
resulting from a conref range submeeting.  The group decided to adopt the
singleton approach.   Please review for next week's TC meeting.
