Proposal 12031 for Controlled Values

In essence, the proposal lets content teams define subjects for use as values in selection attributes for filtering, flagging, or retrieval independent of the XML vocabularies defined in the document types.

The proposal depends on the keys proposal (which Michael Priestley is bringing forward separately in a workgroup).
