<navtitle> element in maps

Refresh my memory, please ...

Navtitles in map <topicref>s (as
opposed to topic <titlealts>s) appear to still exist only as attributes
in DITA 1.2.  Is that because:

- it's considered an incompatible change
to introduce <navtitle> elements into <topicmeta>

- it's problematic to have both topicref/@navtitle
*and* topicref/topicmeta/navtitle

- <navtitle> in topic <titlealts>
is good enough for anybody

- no one has asked for a <navtitle>
element in maps yet

- we agreed to do this already, but
forgot

?
