Formal Version of Unenumeration Proposal 12022 Posted to DITA DocumentsArea

I have posted the formal proposal version of the Unenumeration proposal 
to the DITA documents area. The HTML version is here:

This is identical in technical content to my mail posted to this list on 
Friday. The only addition is that I specified the actual new note type
