Groups - Strawman Draft of General Conformance Specification (conformance1.2-jcoV2.pdf) uploaded

Here is a PDF version of the draft conformance specification for discussion
on an upcoming DITA TC call. This is the second revision of Eliot's initial
draft. The changes from the first revision are minor, so if you've already
read the version that was sent out as an attachment last week, I would not
bother to read this version.
