Impending Work-In-Progress Commit

I'm working on an experimental reorg of the linking and addressing content
in the spec. I'm doing this in a separate area of the SVN repository. I'm
going to commit my work in progress so I don't risk losing my work to date.
Please ignore these commits--I'm not modifying the main source tree at this
time.
