Committed first draft of this document. 

Still to do: Make sure all the normative links are correct. Need URL for the applicable XSD schema for the DITAArchVersion attribute

Handle resolving this issue with Mary McRae. She wants a namespace document; the OASIS template maybe doesn't fit our TC reality.

Need to hack
the formal OASIS template to fit into the TC's previous decisions, since formal namespace support won't be in 1.2 (planned for 1.3).
