@conkeyref resolution using <topicmeta> of key definition

The section “2.1.3.4.3.3 Processing key references”,
mentions:

                “Matching
element content for key references contained in @keyref or @conkeyref
attributes falls into……..”

 

This is a bit confusing for the @conkeyref case. Does it
mean, that for @conkeyref, the content shall NOT be taken from the referenced target
element as identified by the @conkeyref. Instead, it shall be taken (if available)
from the <topicmeta> of the key definition.
