@rev attribute info for changes to the DITA 1.2 spec files

Just a heads up for any of the TC members
who will be touching the DITA 1.2 spec files:

  
On 20 July, I removed all the old
values for the @rev attribute.

  
If you make any changes that affect
the content (as opposed to adding metadata or correcting tagging), be
sure to mark the change by using a @rev attribute with a value of
"public-review-1".
