Groups with Navtitles: Navtitle is Ignored

Per the discussion and decision yesterday that mapgroup-d/topicgroup titles
should always be ignored, I have updated the DITA support library XSLT
functions that are part of the DITA for Publishers project so that the
isTopicGroup() function always returns true() for mapgroup-d/topicgroup.
This will make the behavior of all XSLT code I write (which always uses this
library) consistent with this aspect of the spec and with OxygenXML and
Arbortext Editor.

Note however that the 1.5.2 Toolkit does not behave this way--it will need
to be updated.
