Proposal 13029, Allow text everywhere submitted

I have posted the complete proposal and supporting materials to the Kavi for
proposal 13029, allow text everywhere.

The intent of the implementation is to allow <text> in all contexts where
#PCDATA is allowed.

I have implemented the DTD and RNG declarations and tested the DTD
declarations (I ran out of time to test the RNG declarations before
Tuesday).

As I am now actively working on the RNG-to-DTD, XSD, and RNC generation
process, my intent is to generate the RNC and XSD automatically once that
process is implemented.
