DITA 1.2 specification page for Processing key references [1] states
> The attributes that are common to a key definition element and a key
> reference element using that key... are combined as for content
> references...
Processing for content inclusion [2] states
> All attributes as specified on the referencing element, except for
> attributes which specify the value "-dita-use-conref-target".
Does the exception for magic value "-dita-use-conref-target" apply to
key reference processing?
