Ah, my mistake I should have checked the DTD as well. I was starting by reading the spec so it is only an error in the spec rather than any more substantive. [The DTDs are taken from the OASIS site http://docs.oasis-open.org/dita/v1.2/spec/DITA1.2-spec.html]

What version of the DTD or XSD are you looking at? It appears to be correct
in the DTDs that are in the 1.6.3 version of the Open Toolkit (which happens
to be what I have installed at the moment).
