Deadlines for DITA 1.3

I suggest the following deadlines:

    
      
Stage 2 proposals: 

        By 1 September 2013, all stage 2 proposals must be submitted to
        the TC. Proposals that are not submitted, are incomplete,
        require rework, or about which the TC cannot come to a consensus
        (whether due to technical design, utility, complexity concerns,
        or other issues) will not advance further.

        

      

      
Stage 3 proposals: 

        All stage 3 proposals must be submitted by the end of 2013.
