Reviewers Needed: Proposal 13105, Allow <data> in lists

I have prepared the stage 3 submission for proposal 13105, allowed <data> in
lists. I need reviewers.

This proposal is conceptually simple but a little more complicated to
implement because it affects the content models of a number of elements. But
I don't think it's too bad.
