Next attribute inconsistency...

Both <elementdef> and <attributedef> allow @translate, with a default value of "no" in the DTD and XSD.
This seems appropriate and was intentional.
In the spec, both are listed with the normal definition of @translate (no default given).
Unless otherwise directed by the TC, I'm updating the spec to show the default value of "no".
