Should MathML/Equation and SVG Domains Be Integrated in TechComm Shells?

The SVG domain proposal (13119) doesn't address integration in existing
shells at all and the MathML proposal (13111) says:

"It is an open question as to which document type shells, if any, should
integrate these domains, but probably it should be all the topic types in
the Technical Communication and Learning and Training packages."

I think it makes sense to integrate these domains in the TechComm topic
shells but need to get TC consensus to do so.
