I can imagine cases where it could be useful
to have scoped subject schemes.

For example, if they are being used
to control metadata values in attributes, and group A has defined one set
of allowed values for product, and group B has defined another set, then
including the scoped schemes would allow the values to continue to be validated
even when both groups' content sets are processed together.
