Heads up about targeted review concerning "Linking"

Hi, TC members.

    

    Robert and I spent several hours yesterday discussing the material
    in the "Linking" topic cluster. This material was introduced in the
    1.2 spec, with one exception, a new topic introduced for 1.3: "Links
    between maps". 

    
However ... We have a lot of questions and concerns about this
      material, which we have expressed in draft comments. Accordingly,
      we want input from the TC.

    

    
Some of our concerns are:

    

    
      
These topic contain material that we think might be better
        suited to a best practices white paper.

      

      
These topics use terminology that is not formally defined.

      
These topics introduce some terminology that is used only in
        these topics.

    
    For previous targeted reviews, we've presented the TC with what we
    considered to be a solid draft -- That's not the case here. We need
    active input and consideration from the TC about this material and
    the questions that we've raised about it. Help, please!
