FYI, after a bit more digging, the only targets left
          (before the mystical UBL numbers) are both from fairly ancient

So at this point, DITA v1.3 is the highest vote-getter of
          any OASIS Standard since 2007, and the fifth-highest OS ever!

                                           second was:         UBL v2.0

                                           I have to say UBL is quite an
                          outlier, and the highest          vote-getter
                          recently has been OData v4.0 with 79 out of
