Open items about subject scheme; how best to proceed

We have several open items on the agenda about subject scheme, but only a few TC members have actively participated in the discussion so far.
I'm wondering how we can be most effective ...
I see the following choices; what do you think would be most productive?
Continue discussion on main TC call Move discussion to a small group General educational presentation about subject scheme, then continue with discussion on main TC call Let me know your thoughts, please.
