Proposing that we open an OASIS Open repo for our style sheets

Since this is for open source tooling, not grammar files or spec source, I think it should be an OASIS Open Repo.
Maybe we could get some non-OASIS members to help out </eternally-optimistic>.

This project current can produce the following documents: * OASIS specifications * OASIS errata documents * OASIS committee notes Description (This is what will appear at the top of the project page)
