First draft of DITA 2.0 conformance clause

It feels like almost a year ago, I took on the action item to draft a new conformance clause for DITA 2.0.
This was meant to be a major (almost from-scratch) overhaul, based on input from the OASIS TAB.
Now that we've got our source in github (to be discussed at today's call, I think)

I've drafted a new clause and submitted it to the main TC repository as a pull request.
