Update to subcommittee governance document

I cut in comments from Chet Ensign. The verb "decommission" was changed to "close" (four occurrences).

The first bullet in Disposition of work products was changed to two bullets that say something different:

Old:

Disposition of work products from decommissioned subcommittees
The TC should consider the following options for dealing with work products left by decommissioned subcommittees:

Removing the work product from OASIS control

Appointing an advocate to service the work product

Asking the OASIS DITA community for volunteers who would be interested in re instantiating the subcommittee by meeting the criteria for subcommittee creation

New:

Disposition of work products from closed subcommittees
The TC should consider the following options for dealing with work products left by closed subcommittees:

Determine whether the work can be parked as inactive or complete

Identify possible outside groups that might have an interest in building on the work product

Appoint an advocate to service the work product

Ask the OASIS DITA community for volunteers who would be interested in re-instantiating the subcommittee by meeting the criteria for subcommittee creation

If the TC approves these changes, I will update SVN.
