Proposal: amendment element changes in bookmap for DITA 2.0

Hello,

 

After reviewing the comment from Stefan Eike, I recommend that the element <amendments> should move from <backmatter> to <booklists> for DITA 2.0.. this cnahge should be part of the boomap updates planned for DITA 2.0
