Robert: Make a github issue to track "Improve consistency of file names and directory structure of the DITA grammar files"

Eliot: Make a list of inconsistent file names in the grammar files

Kris: Provide Alan with information about the map (etc.) needed to create a DITAweb review project for "LwDITA-subset" element reference topics
