It s built as a domain (so we might use it somewhere else), but hard referenced in the content model since we only want it to appear in the one spot.

I am a little confused about what we decided regarding the new element

<mapresources>.

Is this element to be directly defined in the bookmap module, or is it
to be added to the map group domain?

The semantic for the element is to contain key definitions, references
to subject scheme maps, and other processing-role="resource-only" objects.
