DOCBOOK-APPS: PDF bookmarks and czech characters

Hi,

I'm using DocBook 4.0b6 and OpenJade 1.3 with Norm's stylesheets 1.54
to produce PDF file from SGML source, which is ISO-8859-2 encoded. PDF
output is ok except for bookmarks, where non ISO-8859-1 characters are
missing. I run OpenJade with these parameters:

openjade -E 32768 -b "ISO-8859-2" -V tex-backend -t tex
