DOCBOOK-APPS: Chunking _first_ section in an article.

Hi!

I've seen this question a few times here but I couldn't find it in
history or at my personal messages. I want to chunk an article in the
first section and then proceed with the common behaviour that Norm's
stylesheets have. The purpose is to _always_ have the document title
and toc in a page by themselves, without any section on it.
