DOCBOOK-APPS: jadetex 3.1 release for trial

http://www.tug.org/applications/jadetex/ contains a new jadetex
release, 3.1, incorporating the patches from
http://indev.insu.com/openjade/, and other fixes. Among other things,
it removes the dependency on the Babel package.

I'd be glad to get feedback on this - please dont trust it without
proper testing!
