DOCBOOK-APPS: Chapter counters in 1.36 version of Docbook xslstylesheet

It appears that the chapter counter no longer correctly resets when there is
more that one book in the set.  I've been running our set of a dozen or so
books through the HTMLhelp scripts and the chapter counter never resets.
