DOCBOOK-APPS: HTML from docbook

I've generated HTML output from docbook-sgml source with
jade & sgmltools-lite, but don't know how to explain parser to
insert encoding header into result HTML file.
Exactly, I need the string
-- cut --
<meta http-equiv="Content-Type" content="text/html; charset=koi8-r">"
-- end --
to be appeared in output HTML. What's the way do do that?
I've seen some "html" instructions included into source code of docbook examples,
like <?dbhtml filename="thisfile.html">. Are there another instructions and where
is documentation about it? Maybe it will be helpful.
