DOCBOOK-APPS: trouble changing to DocBook 4.1

I am trying to change from DocBook 3.1 to DocBook 4.1. I backed up my
/usr/lib/sgml to /usr/lib/sgml-old and created a new /usr/lib/sgml
directory. I downloaded docbook 4.1 and unzipped it to this directory. I
downloaded Norman Walsh's latest stylesheets and saved them under a
directory called stylesheets in /usr/lib/sgml. I made sure my
SGML_CATALOG_FILES environment variable was set to
/usr/lib/sgml/docbook.cat.

When I try to build an html file, I get the following error message:

jade:/usr/lib/sgml/CATALOG:22:0:W: DTDDECL catalog entries are not
supported.

Line 22 of the catalog file is this:
DTDDECL "-//OASIS//DTD DocBook V4.1//EN" "docbook.dcl"

The docbook.dcl file does exist in my /usr/lib/sgml directory.

Anyone got any ideas?
