Oh, I see! Fixed in CVS. I don't know why I haven't add this feature
before. Grab latest version of htmlhelp-common.xsl from CVS. From now
you can set parameter htmlhelp.autolabel to 1 if you want to include
component and section labels into ToC in left-pane of HTML Help.
