DOCBOOK-APPS: jadetex 3.9

I just uploaded jadetex 3.9 to sourceforge. see
http://sourceforge.net/projects/jadetex/; this release contains Ian
Castle's fix to the roman numeral in TOC business. Its a  small point,
but important, and you *should* upgrade.

I must stress again that jadetex is very much in maintenance mode, and
I do not expect to locate any time for serious work on it. I strongly
urge anyone with code to contribute to join sourceforge, and become a
jadetex developer. I expect I need to approve your addition to the
list of developers, so shout if thats needed.
