Had this in my driver. Upgraded to FOP 0-19 and to the 1.41 stylesheets
and this docbook to fo works for .jpg files now. 

I noticed in the 1.41 notes that xalan 2.2 is targeted and fop is
currently using xalan 2.0 if this matters.
