DOCBOOK-APPS: Openjade cannot be run in DOS mode error

I've downloaded the compiled OpenJade package, version 1.31-1 via the 
OpenJade home page.

I get the Subject error, cannot run in DOS mode. I'm running Win2K.

Any thoughts or suggestions. I'm afraid I'm not in a position to compile 
the source myself.
