DOCBOOK-APPS: question about generate.component.toc parameter

When I transform XML documents using the style sheets, I get a 
TOC for books, but not for articles. If I set the following parameter 
to non-nill, I get a TOC for articles (as well as the chapter level 
TOCs for books). 

<xsl:param name="generate.component.toc" select="1"/>

Does anyone know why this might be occurring? 

I am (still) using the 1.29 version of the style sheets.
